I have the honour to transmit and

recommend for Your Lordship's favourable consideration the

enclosed application of Mr. A. C. Franklin, Assistant

Government Analyst, for promotion in the Colonial Service.

Mr. Franklin will have had six

years' service in August next and has proved himself a

capable officer and ably filled Mr. Browne's post during

the latter's leave of absence.

3.

Last year Mr. Franklin, while on

leave in England, passed the examination for and was ad-

-mitted to a fellowship in the Institute of Chemistry.
